Purpose: Change ownership of assignments without republishing the Project with the option of changing ownership of assignments from one owner to another at Project Level or Resource Level.

Functionality: Administrator will have an option of Manage Owners under “Admin” Tab in Project Web Access. He will have two options to “select”

Manager X on vacation and wants Manager Y to take accept time for Project “Project ABC’	Manager X is being replaced by 'Manager Y all the assignments owned by Manager X should move to Manager Y
